The admin has to hit change round a billion times right whent he round ends. So in all you neeed admin to a server.

I heard about this exploit before the 1.3 patch came out, is there still a way for us ranked server owners to exploit our servers?

You can still do it with 1.3... Not a good idea because your stats will get reset. Maybe they made a hotfix for it, I don't know.
