Needed:
Adobe Photoshop CS2 or another image editor.
Here are 12 pictures on how to do this (for the tutorial), you dont really need it.

STEP1-
Create an image with a transparent background, 350 pixels x 19 pixels.
STEP2-
Make the image so it is big enough for you to be able to work on. I maximized it and am editing at 200%.
STEP3-
Select a color that you want to use for the background. I am going to use the Gradient Tool instead of the Paint Bucket so it fades. I am using a very light blue and it fades to a white.
STEP3-
Now we need to add a pattern. To make a custom patter, create a new image 6 pixels x 6 pixels and zoom in on it at 1600%. I am going to make a diagnal pattern. Use the pencil and a color of your choice to do so. Once you have done this, go to EDIT > DEFINE PATTERN. Now close out of the image you just made (do not save it unless you want to).
STEP4-
Select the Pattern Stamp tool and set the opacity to what you want it at. I'm going to do varios opacities and its going to fade. I started out at 35% and decreased in increments of 5% until I got to 1%.
STEP5-
Time to add the logo or image that represents the userbar. I got my logo off of google images.
STEP6-
Now we need to add the text to the image. Use the font "Visitor -BRK-" font size 10 points. Now outline the text by going to Layer Properties and adding a Stroke. I used 1 point stroke and the color is black.
STEP7-
Time to make it 3-D. Do this by selecting the Ellipse tool and make the color white. Once you have done what I did (as shown in the images from the .rar file), make the layer opacity look good for you image. So decrease it until it gets that 3-D effect.
STEP8-
Last step, add the border, do this by going to SELECT -> ALL then EDIT -> STROKE. (Make sure you are on LAYER-1 when doing this). Width - 1 pixel, Location - Inside. Click OK and you are now done.

I should have moved the feather over more towards the middle of the userbar and I should have lowered the opacity on the bottom 3-D effect, oh well, its to late now, I deleted the .PSD.
