Not at the same time. It will kick you and say "steam account is accced at two locations."

what you do with the cerial key is make a steam account with it, from then on you just log onto the steam account, and you can only make one steam account with the cerial key, so no you can't play at the same time, what i suggest is you tell ur bro that you can, then change the pass to someting he doesn't know when you get the steam account and then you can play when ever u want, unless ur nice to ur bro, then ur outa luck
