Windows by default reserves 20% available Internet bandwidth.
To release this reserved bandwidth carry out the steps below:

Click "Start" button.
Click "Run" and in the "Open:" column enter gpedit.msc and click "OK"
Double click "Computer Configuration"
Double click "Administrative Templates"
Double click "Network"
Double click "QoS Packet Scheduler"
Double click "Limit reservable bandwidth"
Select "Enable" and set the "Bandwidth limit (%) to zero; click Apply and OK.

This is helpful if you run off cable or less. Good find but 1/1000 things that needs to be tweaked in XP.
