take something that has zero actual value and make it seem very cool, or rare, or expensive and charge people for it.
read Predictably Irrational by Dan Ariely.
or i think there's that example in the tom sawyer book. how tom made raking leaves exciting and fun, and it was to the point that he started to charge people for the opportunity to rake the leaves and have fun like him.
current examples i can think out would be like in WoW, different items, people pay for gold and shit to buy items ingame, when those items have zero value in real life.

I just think it's unfair, because after November it will be impossible to pre-order l4d2, so not everyone can have one.

It's not the first time they've had exclusive hats. Since like Oct. 29th until the 9th, TF2 is having an event in order to get a Halloween hat. Then there was the Halo, which only people who didn't 'cheat' to get hats got. Gabe Newell has also mentioned that they will do this for more holidays, so expect more once in a lifetime hats.

Besides, it's just a hat, it means nothing to anyone. It won't make you faster, stronger, or cooler.
